Position Overview

Putting the power of reliable, accurate, and deeply disaggregated data into the hands of movement leaders and policymakers is a key strategy that PolicyLink is using to win on equity and achieve transformative policy changes that improve the lives of the 100 million people in America living in or near poverty. Through a research partnership with the University of Southern California Equity Research Institute (ERI) led by Dr. Manuel Pastor, we produce the National Equity Atlas: America’s most detailed report card on racial and economic equity and a first-of-its-kind data and policy tool to design high-impact equity solutions.

PolicyLink is seeking a Senior Associate to lead the work of the Bay Area Equity Atlas, a comprehensive data support system to track the state of equity across the region and equip community leaders with data to inform solutions for inclusive prosperity. The Bay Area Equity Atlas is produced by the National Equity Atlas team in collaboration with the San Francisco Foundation. Launched in 2019, the Bay Area Equity Atlas provides data and analysis to support policy campaigns across the region and an Equity Campaign Leaders Advisory Committee informs our research.

The Senior Associate will have responsibility for strategic planning and day-to-day management of the Bay Area Equity Atlas and will lead the development of high-impact quantitative and mixed-methods analyses and data tools. They will report to the Director of the National Equity Atlas (once this position is filled), and in the interim will report to the Vice President of Research.

The ideal candidate is passionate about producing data and research that is relevant and actionable for those working on the frontlines to advance racial and economic equity. They are skilled at generating relevant and timely research ideas, exploring and analyzing a range of datasets, executing collaborative research projects, producing compelling data displays and maps, and writing about data in an engaging and accessible way — and looking for an opportunity to further grow skills and leadership by joining our dynamic team.


  • Manage the development and maintenance of the Bay Area Equity Atlas, in partnership with the San Francisco Foundation and the USC Equity Research Institute.
  • Lead research engagements with community partners, including the development of reports, analyses, and local equity data tools that support policy campaigns.
  • Conduct quantitative and qualitative research and author, co-author, and contribute writing and research to policy briefs, analyses, and articles, including comparative analyses, fact sheets, and research reports focused on specific communities.
  • Facilitate new and existing partnerships with grassroots organizations and advocacy networks, including the Equity Campaign Leaders Advisory Committee.
  • Oversee or produce rapid-response data and mapping analyses for partners and other teams at
  • Participate in developing and implementing a communications and dissemination strategy to grow the user base, media coverage, and impact of the Bay Area Equity Atlas.
  • Conduct trainings, webinars, and presentations on the Bay Area Equity Atlas.
  • Serve as the key spokesperson for the Bay Area Equity Atlas, representing PolicyLink in internal and external meetings, and before movement leaders, policymakers, experts, and funders Manage grants and project budgets.
  • Stay current with pertinent equity issues and data sources in the Bay Area.

Skills, Abilities, and Knowledge Required

  • Master’s degree in urban planning, economics, public policy, public health, or related social science (e.g., political science, sociology).
  • At least four years of relevant work experience conducting research to support policy development, advocacy, or organizing.
  • Excellent writing and research skills using quantitative and qualitative research methods, and attention to detail in producing research for publication.
  • Experience with data analysis, including statistical analysis (SPSS or another statistical package) and facility with using Excel for data analysis and the generation of graphs and charts.
  • Project management, including managing the development of research products.
  • Ability to translate complex data and analyses for mainstream audiences.
  • Experience working in a fast-paced environment leading and collaborating on cutting-edge research and analyses; skilled at managing multiple deadlines.
  • Strong communications skills, including public speaking and the ability to work collaboratively with local partners.

Skills, Abilities, and Knowledge Preferred

  • Mapping and spatial analysis using Geographic Information Systems (GIS) and other tools.
  • Experience working with low-income communities of color and familiarity with public policy and the legislative process.

Position Type

  • Full-time at 100% (exempt).



The salary range for this position is $80,000 - $110,000, dependent upon experience.
